I am Vern and I will be doing your critique.

Overall - I think your technique is great and you are a fine artist. I think blue is a great color (My favorite). The main thing wrong with the entire picture seems to blend together so that is is hard to see what is going on. The person should stand out from the background more so that you can see her better. A good thing is that it is expertly color coordinated and it is so expertly done that it looks like a picture.

I am going to go through the rest quickly.
Sky - Magnificent! The clouds look great. There is so much going on there I could look for a week and still not catch it all.
Water - Looks fantastic. I like the coral on the bottom they look tike a picture was taken of them. The waterlily is a nice touch.
Structure - Ste stairs are expertly shaded and it looks like she is coming from another dimension. Excellent.
Person - She is so expertly rendered that I half expect to see her come to life.
Conclusion - You are an outstanding artist and this picture is simply amazing. There seems to be too much in the picture and the picture tends to blend together. Outstanding job.
